Press release from Peoria County Sheriff's Office regarding weekend incident in Hanna City. 26th, 2026 Indecent Solicitation of Child Arrest (25-2995) (Hanna City, IL) - On Saturday, May 24th, 2025, the Peoria County Sheriff’s Office deputies were called to the area of Lakeshore Dr in Hanna City of a male running through yards dressed in camouflage clothing yelling that someone was trying to kill him. Deputies checked the area and found a back pack near a lake. There was an Oklahoma ID found in the bag that deputies found to be the male (Rusty Barrilleaux, 39 years old) that was running through the yards earlier. It was later learned by deputies that Barrilleaux was running because he was communicating in a sexual manner with what he believed was a juvenile on a online dating app. Through the investigation we found Barrilleaux thought he was meeting with a juvenile and taking that juvenile camping but when he showed up to meet the juvenile, it was an adult that confronted him and the male fled on foot. On May 25th at approximately 8:00 a.m. our K-9 deputy was in the Hanna City area following up on a tip received and found smoke coming from the woods near Murphy Rd and Carol Ct. The K-9 started a track and found Barilleaux in the woods a short time later and was arrested. Deputies found a campsite where Barilleaux had set up. A laptop was located and digital evidence was given to detectives showing conversations between Barrilleaux and what he believed to be was a juvenile. Barrilleaux admitted to detectives of trying to meet a minor and was booked into the Peoria County Jail for Indecent Solicitation of Minor, Grooming, and Distribution of Harmful Material to a Minor. This is a good reminder to monitor your children’s activity online and which apps they are using. There are a large amount of online predators across the country trying to make contact with our children and some will go to great lengths to meet with them in person. Attention Residents: Five years ago the VOHC Board developed a program aimed at resurfacing every street and alley within the village limits by year end 2025. The work to complete that program will begin this Wednesday May 21,2025 and last for a couple of weeks. The first step will be to mill each of the alleys and then resurface them. Attached is a map of the alley’s that will be reworked. Additionally, the final four roads from the annual program will be seal coated. They include Phil Gould, Jolyn, Llewellyn and Balagna. Please keep an eye out for the workers and avoid the areas where work is being done to the extent possible.

This time of year there are often questions regarding the Village of Hanna City Tax Increment Financing (TIF) District. If you own property within the Village of Hanna City TIF District, then a separate line on your real estate tax bill will appear as “HANNA CITY TIF DISTRICT”. Note that there is NO TAX RATE associated with the TIF District line item. However, some portion of the dollar amount that you pay may be re-allocated to the Village’s TIF District for economic development purposes. The amount that is re-allocated to the Village’s Special Tax Allocation Fund (the “TIF Fund”) reflects only a portion of the same taxes you would be paying anyway. In summary, please be advised of the following: Only properties within the TIF district will have the TIF district line item on their taxes and be eligible for TIF related programs. To this point, TIF funding has not been sufficient for grant programs. The current grant programs are for the Business Development District (BDD) which has different boundaries. The creation of a TIF District does not cause an increase in your property taxes. Only an increase in your property’s assessed valuation or an overall increase in tax rates affect the amount of real estate tax you are billed for each year. Assessed valuations and tax rates are determined by the County. If you have questions about your property’s taxable value, please contact the Peoria County Assessor’s Office. A TIF District does not prevent anyone from appealing their assessment. A TIF District does not create a new taxing district. A TIF District does not create a new tax or change the tax rates. A TIF District does not raise or lower the amount of real estate taxes you pay.

Dear VOHC Resident – The Village of Hanna City (VOHC) mailed letters this morning required by the EPA regarding new requirements related to PFAS, synthetic elements manufactured for oil and water resistant properties found in drinking water. The VOHC purchases its water from Illinois American Water (IAW) and the water purchased tested higher than 4 parts per trillion requirements for PFAS. IAW has until April 26, 2029, to comply with the new standards. The Village Board has asked for a representative of IAW to be present at an upcoming board meeting to answer questions and listen to concerns related to this issue. The Village will communicate the specifics related to the timing of the meeting once the arrangements have been finalized. Anthony Fryxell Village President
